Department of Facilities Management and Development
The Facility Management and Development Department advises, organizes, and implements the management of office buildings, land assets, planning, construction, and the development of the academy’s infrastructure. It carries out investments, procurement, preservation, liquidation, and monitors the efficient use of assets and equipment to support research, teaching, work, and studying.
It also advises, organizes, and implements the management of the entire information technology (IT) system of the academy, including network systems, IT application systems for research, education, and administration. Additionally, it develops orientations, strategies, and IT growth to integrate technology into all activities of the academy during different phases of development.
The department is also responsible for advising, organizing, and implementing landscaping, environmental hygiene, fire prevention and firefighting, as well as maintaining security, order, and safety within the academy.

Projects Being Implemented at the Academy in 2025:
- Project: Investment in the construction of a multipurpose building for the Vietnam Aviation Academy.
- Project: Renovation and repair of the dormitory at the 18A Cong Hoa Campus.

Main Responsibilities of the Department
Facility Management
- Preside over the development and organization of implementing the infrastructure development plan of the Academy; advise and organize the management and use of land allocated by the State to the Academy according to the planning approved by the competent authority; organize the management of office buildings, establish standards and norms for using equipment for working and teaching according to regulations; manage the operation, maintenance, and repair of infrastructure systems, electrical systems, water supply and drainage systems, telephones, and audio systems… ensuring the Academy’s activities. Carry out the rental of lecture halls when the Academy’s facilities are insufficient to meet training demands.
- Plan and organize the construction, expansion, renovation, and repair of facilities belonging to the Academy; implement processes for investment project establishment, design, bidding, construction supervision, volume inspection, settlement of completed works, cost estimation, settlement, and document storage according to regulations; perform repairs for facilities under assigned responsibility.
- Take main responsibility for investment management in infrastructure, including construction, procurement, repair, and maintenance of equipment such as assets, machinery, office supplies, tools, instruments, and consumable materials of the Academy; manage the use of assets, infrastructure, equipment, tools, instruments, research, teaching, work, and study facilities efficiently and economically. Manage assets from the Academy’s cooperative projects.
- Serve as the permanent office for councils on construction bidding and equipment procurement; organize inventory and liquidation of assets and equipment annually according to regulations. Publicly disclose information about infrastructure according to the current regulations of the Academy and the law.

Information Technology System Management

- Ensure IT infrastructure to support all activities of the Academy.
- Advise on the development of orientations, strategies, and plans for IT growth across different stages of the Academy’s development; build, develop, and manage application software for research, training, and administrative operations within the Academy
- Oversee and manage all IT operations at the Academy; ensure the IT infrastructure supports all activities within the Academy; guarantee examination rooms for admissions as assigned by the Director.
- Collaborate with units within the Academy to organize and implement IT-related activities; ensure the effective operation of IT systems, protect the security of internal network data, and maintain the continuous operation of information systems at the Academy; plan training programs and workshops on IT applications for research, teaching, and learning activities at the Academy.

Facility Management at Cam Ranh Campus, Khanh Hoa Province of the Academy
- Management of facilities, assets, and equipment for administrative tasks, storage, or awaiting liquidation at the Cam Ranh Campus, Khanh Hoa Province.
- Leading and coordinating with related units to maintain, repair, and manage facilities and equipment used for practical work, scientific research, and training assigned by the Academy to the Faculties.
- Taking responsibility for managing documents and assets of ODA projects in accordance with regulations.
Other Tasks
- Organize and manage environmental sanitation activities in classrooms, work areas, public spaces, gardens, ornamental plants, etc. Develop plans and propose solutions to ensure a green, clean, and beautiful environment.
- Perform tasks supporting lecture halls and auditoriums and manage and supervise outsourced contracts for cleaning and security services.
- Organize and coordinate with functional departments to implement fire prevention, firefighting, and security measures for the Academy.
- Develop regulations, rules, and operational procedures relevant to the assigned scope, functions, and duties.
