Vietnamese Aviation Academy attends International Workshop on Urban Low-Altitude Transportation in Beijing

Beijing, September 25, 2025 – Aiming to grasp the new development trends of the global aviation industry, a delegation from the Vietnamese Aviation Academy (VAA) attended the First International Workshop on Urban Low-Altitude Transportation, held at Beijing Daxing International Airport.

The event gathered numerous experts, managers, and leading enterprises in the fields of aviation, technology, and economics. Discussions focused on the enormous potential of the low-altitude economy – a concept encompassing airspace operations at altitudes below 3,000 meters.

The Vietnamese delegation was composed of diverse representatives, including those from the Vietnamese Aviation Academy, the Department of Transportation (Ministry of Transport), the Civil Aviation Authority of Vietnam (CAAV, under the Ministry of Transport), and the Department of Operations (Ministry of National Defence). The participation of these agencies demonstrates Vietnam’s deep interest in researching, applying, and managing this advanced urban transportation model to address challenges such as traffic congestion and environmental pollution, and to promote socio-economic development.

Morning Session: Keynote Speeches and Important Announcements

The morning began with a solemn Opening Ceremony, attended by high-level representatives from the Beijing Municipal Government, the Civil Aviation Administration of China (CAAC), and various embassies. In the opening speeches, the speakers uniformly highlighted the crucial importance of ensuring sustainability and safety in the development of the low-altitude economy.

The keynote session commenced with a presentation on “High-Quality Integrated Development of the Beijing Daxing International Airport Economic Zone,” emphasizing Daxing Airport’s central role in the region’s low-altitude economic development strategy.

Cooperation Signing Ceremony and Platform Launches: A series of key projects were initiated, including the integrated business licensing, the launch of international cooperation platforms for industry, the signing for the establishment of R&D centers and manufacturing bases, and the launch of the low-altitude industry technology service platform.

Themed Speeches: “Coordinated Development between Large-Scale Aviation and the Low-Altitude Economy,” presented by Academician Wu Guanghui, Member of the Chinese Academy of Engineering; Speech by Mr. Raphael Guillet, Director of the Asia and Pacific Office of ICAO.

One of the program’s highlights was the Cooperation Signing Ceremony and the launch of a series of important projects. These projects spanned several areas:

– Integrated business licensing for the Daxing International Airport Economic Zone.

– Launch of international cooperation platforms for technology and industry.

– Signing for the establishment of R&D centers and manufacturing bases for aviation equipment.

– Launch of the low-altitude industry technology service platform.

This demonstrates Beijing’s determination to build a comprehensive low-altitude economic ecosystem, from research and manufacturing to operation.

Afternoon Session: Urban Low-Altitude Transportation International Workshop

In the afternoon, the Conference shifted its focus to the International Workshop on Urban Low-Altitude Transportation, delving into technical, operational, and managerial aspects.

– Project Launches: Launch Ceremony for the Technical Standard Framework for Civil Unmanned Aircraft Systems; Launch Ceremony for the Construction of the Low-Altitude Urban Transportation Supply Chain Service System.

– Key Reports: “Airworthiness Certification for Low-Altitude Aircraft in China Civil Aviation,” presented by Mr. Lu Yao, Deputy Director of the Airworthiness Certification Department, CAAC; “Singapore’s Journey Towards Low-Altitude Technology,” presented by Mr. Alan Tan, Director of the Civil Aviation Authority of Singapore (CAAS); “Thailand’s Low-Altitude Economy,” presented by Mr. Sarun Benjanirat, Deputy Director of the Civil Aviation Authority of Thailand (CAAT); “Seizing the Future: Practical Development of the Low-Altitude Technology Industry in Beijing Daxing International Airport Economic Zone,” presented by Mr. Zhu Tian-wei, Deputy Director of the Administrative Committee of the Economic Zone (Daxing).

Further Thematic Speeches: “Safety is the Foundation, Innovation is the Wings: A Brief Discussion on Low-Altitude Industry Exploration and Practice,” presented by Mr. Li Jian, Chief Engineer, EHang Intelligent Equipment (Guangzhou) Co., Ltd; “Scenario Application of EHang’s VTOL (Vertical Take-off and Landing Aircraft) in Southeast Asia,” presented by Ms. Xin Yifang, Vice President, EHang; “Aerospace Technology Empowering the High-Quality Development of Low-Altitude Logistics,” presented by Mr. Xiang Xin, Vice President and Co-founder, Feipeng Times Technology (Shenzhen) Co., Ltd; “Promoting the Alliance, Building a Co-Constructed Low-Altitude Logistics Ecosystem of Antwork,” presented by Mr. Zhang Lei, Chairman, Antwork Technology (Hangzhou) Co., Ltd; “Key Technical Concepts and Practices of Urban Low-Altitude Intelligent Service System,” presented by Mr. Shen Linan, Deputy Chief Engineer, LES Urban Intelligent Information Technology Co., Ltd; “Exploration and Practice on the Safety of Low-Altitude Networks: Full-Scenario Risk Identification and ‘Area-based’ Proactive Prevention Analysis,” presented by Mr. He Ying, Chief Engineer, Fenglei Network Analysis Team; “Ecosystem Solutions for Low-Altitude Economic Infrastructure,” presented by Ms. Song Chunling, Deputy Chief Engineer, China Railway Engineering Group Beijing Co., Ltd.

– Roundtable Discussion: With the theme “Focusing on the Safety of the Low-Altitude Economic System,” the session gathered leading experts to discuss solutions for ensuring the sustainable and safe development of the industry.

The workshop concluded with a vibrant roundtable discussion under the theme “Focusing on the Safety of the Low-Altitude Economic System.” Experts collectively analyzed challenges and proposed solutions to build a solid foundation for the healthy development of this sector in the future.

Attending the workshop provided the Vietnamese delegation, and especially the Vietnamese Aviation Academy, with valuable knowledge and experience. This was an opportunity for the Academy to update on the latest technological trends and management models, thereby reorienting its training and research programs to prepare high-quality human resources ready to meet the future demands of the aviation industry.

The development of the low-altitude economy and urban air mobility is considered a breakthrough solution for major cities worldwide, including Vietnam. Close coordination among state management agencies such as the Ministry of Transport, the Ministry of National Defence, and training institutions like the Vietnamese Aviation Academy will be the key factor in building a legal framework, developing infrastructure, mastering technology, and gradually integrating Vietnam into the promising race to exploit this “fifth airspace.”
