VIETNAM AVIATION ACADEMY AND HO CHI MINH CITY UNIVERSITY OF TECHNOLOGY AND ENGINEERING EXCHANGE EXPERIENCE IN HUMAN RESOURCE MANAGEMENT AND OFFICE ADMINISTRATION
On July 15, 2026, a delegation from Vietnam Aviation Academy (VAA) participated in a working session and professional exchange with Ho Chi Minh City University of Technology and Engineering (HCM-UTE), focusing on organizational and personnel affairs, human resource management, and office administration in higher education institutions.

Representing Ho Chi Minh City University of Technology and Engineering in welcoming and working with the VAA delegation was Mr. Nguyen The Bao, Acting Head of the Department of Organization and Human Resources, together with staff members responsible for relevant professional areas. Representing Vietnam Aviation Academy was Ms. Nguyen Nu Tuong Vi, Head of the Department of Organization and Administration, accompanied by staff members of the Department.

In an open and constructive atmosphere, representatives of the two institutions shared practical experience in organizational management, operations, and human resource administration within higher education institutions. Mr. Nguyen The Bao, Acting Head of the Department of Organization and Human Resources, shared practical insights into the University’s organizational and personnel management practices, as well as experience in implementing management solutions aimed at improving operational effectiveness. Key topics discussed by the two institutions included the development of job position schemes and position-based salary arrangements; performance evaluation of public employees and staff through Key Performance Indicators (KPIs); digital transformation in human resource management; management and archiving of personnel records; recruitment and management of international lecturers; and digital transformation in office administration, along with other professional matters of mutual interest.

During the exchange, members of the Vietnam Aviation Academy delegation also shared practical experience from initiatives currently being implemented at the Academy, while discussing challenges and issues arising in organizational, personnel, and human resource management. The two sides exchanged views, compared implementation approaches, and explored models and solutions that could be adapted to the specific characteristics and operational needs of each institution.
The working session provided an opportunity for personnel and administrative staff from both institutions to share practical experience and learn from effective practices, while also strengthening professional connections between administrative and advisory units in higher education. It also enabled Vietnam Aviation Academy to gain further insights into practical models and approaches that may contribute to enhancing human resource management and improving the quality and effectiveness of organizational and administrative operations in the coming period.

At the conclusion of the working session, representatives of both institutions acknowledged the practical value of the discussions and expressed their intention to maintain professional connections and further strengthen the exchange of information and experience in the future, thereby contributing to improved organizational and human resource management as well as higher education administration at their respective institutions.
