Vietnamese intellect at home and abroad contributes to shaping the future

(Chinhphu.vn) – On August 25, at the National Innovation Center (NIC – Hoa Lac, Hanoi), attending and delivering a keynote speech at the launch ceremony of three innovation networks and expert groups in strategic technology sectors, Deputy Prime Minister Nguyen Chi Dung emphasized that the event marks the beginning of a long journey where Vietnamese intellect, both at home and abroad, comes together to shape the future of the nation.

Affirming the nation’s technological position and “sovereignty” on the international stage

Expressing his delight at returning to NIC, Deputy PM Nguyen Chi Dung described the center as a “home” that brings together talented individuals, experts, and scientists inside and outside the country to spread values nationwide.

In the era of innovation and technology, Vietnamese intellectuals, experts, and entrepreneurs once again shoulder a historic responsibility: to unite, to pool their wisdom and strength, and to assert the country’s position and technological sovereignty on the global stage—particularly in core and foundational technologies.

After nearly 40 years of Doi Moi reforms, Vietnam has achieved remarkable progress. From a poor, underdeveloped agricultural country, Vietnam has risen to become one of the world’s 34 largest economies, ranking among the top 20 in trade scale and FDI attraction. GDP per capita has reached over USD 4,800, placing Vietnam in the upper-middle-income group (according to the World Bank, this group ranges from USD 4,500 to 14,000).

The pressing challenge now is how to unlock resources, foster fast and sustainable growth, and successfully realize the two centennial goals—thereby making Vietnam a developed, high-income nation by 2045.

According to World Bank and IMF data, about 86 countries and territories currently fall within the upper-middle-income range (USD 14,000 or more). Yet only 43 have managed to escape the middle-income trap to reach high-income status.

In Asia, apart from resource-rich Middle Eastern economies, only Japan, South Korea, Taiwan (China), and Singapore have done so. Notably, Japan remains the only nation with a population exceeding 100 million that has successfully overcome the middle-income trap.

“Lessons from these countries show that success requires development driven by science and technology, innovation, and digital transformation—making S&T the main engine of growth,” the Deputy PM said, stressing the need for a strategy to mobilize talent networks and harness collective strength through shared vision and bold action.

Intellectual hubs gathering Vietnamese talent worldwide

During his tenure as Minister of Planning and Investment, Deputy PM Nguyen Chi Dung directed the establishment and sponsorship of the Vietnam Innovation Network (VIN) in 2018.

Over the years, 10 networks have been established worldwide, located in advanced economies with leading scientific and technological capacity such as the United States, Japan, South Korea, Europe, Singapore, as well as two sector-specific networks (AI and semiconductors).

According to the Deputy PM, these networks are not just academic forums but genuine “intellectual hubs,” gathering the brightest minds of the global Vietnamese community. They build on the achievements of earlier networks to join the Government and business community in solving major national challenges and meeting development demands of the era.

Moving forward, he called on the three new networks to leverage their strengths by organizing conferences and scientific forums to share knowledge and research findings; to connect and attract Vietnamese and Vietnamese-origin experts worldwide; and to form strong research groups capable of leading in strategic technology sectors.

The three newly established networks have specific missions:

Vietnam Quantum Network (VNQuantum): to foster research, development, and application of quantum technologies in areas such as high-performance computing, secure communications, and precision sensing—ensuring Vietnam does not fall behind in today’s global technology race.

Vietnam Cybersecurity Network (ViSecurity): to build proactive defense capacity, support the development of “Make in Vietnam” cybersecurity solutions and products, protect national digital sovereignty, and accompany the Government, businesses, and citizens in maintaining a safe and trustworthy cyberspace.

Vietnam Aerospace and UAV Network (UAV Vietnam): to connect experts and support R&D in aerospace technology and UAV applications for defense, security, agriculture, logistics, environmental monitoring, and urban management—opening new development opportunities for Vietnam.

A long-term partner of Government and business

Deputy PM Nguyen Chi Dung expressed hope that with wisdom, dedication, and global connections, the three networks would serve as “extended arms” of the Government and enterprises—proactively engaging in strategy-making, policymaking, and promoting research, development, and application of new technologies. In doing so, they would help transform the country’s “tough challenges” into “great opportunities” for the future.

The Government, he affirmed, is committed to accompanying and creating the most favorable conditions for the effective operation of these networks so they can make meaningful contributions to national development.

Stressing that developing strategic technology sectors is no longer a matter of choice but a national imperative, the Deputy PM noted that Resolution 57 and Resolution 68 have awakened new spirit and vision. Decision 1131 has set clear targets. And today, the launch of these networks and strategic technology expert groups represents concrete action.

He expressed his wish that the three networks announced today, along with the AI and semiconductor networks established under NIC’s sponsorship in 2024, would grow strongly and become true “innovation nuclei” in their respective strategic technology fields.
