VIETNAM AVIATION ACADEMY HAS SIGNED A COMPREHENSIVE COOPERATION AGREEMENT WITH THE VIETNAM AIR TRAFFIC MANAGEMENT CORPORATION.
On July 27, the Vietnam Aviation Academy (VAA) signed a comprehensive cooperation agreement with the Vietnam Air Traffic Management Corporation (VATM). The aim of this partnership is to leverage the strengths of both parties in their respective fields to enhance collaboration and provide support in areas such as training, education, recruitment, and the development of science and technology. Both parties are committed to long-term and sustainable development through this cooperation.
Attending the signing ceremony, from VATM, were Mr. Lê Hoàng Minh – Chairman of the Board of Members, Mr. Nguyễn Công Long – General Director, along with other leaders, including Deputy General Directors, Supervisors from the ownership control board, and representatives from various departments and units within the Corporation. From VAA, there were Assoc. Prof. Dr. Trần Hoài An – Chairman of the Academy’s Council, Dr. Nguyễn Thị Hải Hằng – Director of the Academy, and leaders from the Academy’s departments.
The cooperation agreement between the two parties was established on the principles of voluntariness, equality, mutual benefit, and in compliance with relevant legal regulations. This agreement serves as the basis for fostering and implementing the collaborative relationship between VATM and VAA. Both parties are responsible for directing their relevant departments and units to develop the partnership in specific areas and training programs, in line with their respective functions and responsibilities.
At the signing ceremony, Mr. Lê Hoàng Minh – Chairman of the Board of Members of VATM, emphasized that the Vietnam Air Traffic Management Corporation has the mission of providing services to ensure safe, orderly, and efficient flight operations for civilian aircraft within Vietnam’s air traffic control zones. VATM is continually striving to improve its professional skills, technology, and infrastructure to meet the growing demands of the aviation industry in the context of global integration. He also highlighted that VAA is a leading higher education institution in the country for civil aviation, playing a key role in training and supplying human resources for the Vietnamese aviation sector. Over the past period, the collaboration between VATM and VAA has effectively ensured the recruitment of qualified personnel, particularly air traffic controllers.
Chairman Lê Hoàng Minh shared that VATM, with nearly 4,000 employees—more than 2,500 of whom work directly in flight operation services—has a strong need to annually supplement its training programs. Additionally, many long-serving staff members at VATM are eager to continue learning and improving their qualifications. In 2024 alone, hundreds of VATM employees have expressed interest in professional development and training. Regarding scientific research, VATM is fully prepared to collaborate with VAA to gradually enhance the quality of flight operation services. VATM will actively cooperate and provide additional resources for the Academy’s research and technological efforts.
The Chairman also affirmed that VATM is committed to elevating the partnership, promising to annually provide scholarships to VAA’s outstanding students. VATM will work to effectively implement the contents of the cooperation agreement, maintaining and expanding the partnership in both depth and scope. This will help bring mutual benefits to both parties and contribute to the sustainable development of the civil aviation sector in Vietnam, as well as the broader transportation industry.
According to the agreement, the areas of cooperation include training and education, recruitment, and the development of science and technology. Through this collaboration, both parties commit to providing the necessary conditions to support each other in effectively carrying out the signed agreement, which includes:
- Coordinating in the selection and initial training to grant air traffic control certifications through the socialized basic air traffic controller training program and offering university-level education in Flight Operations Management via a work-study training model, as well as other training and education programs as outlined in the agreement.
- Providing information, materials, equipment, and infrastructure related to the cooperation fields; offering experts, personnel, and staff with specialized knowledge to support research, guide, and train VAA students; providing VAA students with opportunities for site visits, hands-on experience, and internships at VATM’s units according to VATM’s regulations and standards.
Prioritizing the recruitment of VAA students who demonstrate competence and meet VATM’s requirements; offering financial support for certain specific activities as agreed upon by both parties.
Evaluating the collaboration between VATM and VAA in recent years, Ms. Lê Bích Hòa – Head of the Organization and Personnel Department at VATM, stated: “Every year, VATM organizes career orientation programs in coordination with VAA to share job opportunities, recruitment targets, and the requirements for students, especially those majoring in Flight Operations Management, Electrical Engineering, and Electronics, as they approach graduation. These programs help students prepare for their careers while still in school. Over 80% of graduates from the Flight Operations Management program have been recruited and employed by VATM.”
For many years, VATM and VAA have strengthened their cooperation in training air traffic controllers (ATCs) through the socialized training program. From 2017 to 2022, a total of 81 air traffic controller trainees completed two training courses, with graduates being recruited and contracted by VATM. In 2024, VATM and VAA will continue to implement socialized training courses, with 13 trainees enrolled in the ATC training program for the Điện Biên and Côn Sơn Air Traffic Control Towers, as well as 53 students in the undergraduate program in Flight Operations Management (Bachelor’s degree in Flight Operations Engineering). This work-study training program will supply skilled personnel for the Long Thành Air Traffic Control Tower and the Ho Chi Minh City Air Traffic Control Center (ATCC/HCM).
The comprehensive cooperation agreement between VATM and VAA marks the beginning of many opportunities and prospects for collaboration between the two parties in areas related to flight operations and air traffic management. Through these collaborative efforts, VATM aims to bring tangible benefits to the students of the Vietnam Aviation Academy (VAA), while also enhancing the operational effectiveness, brand reputation, and prestige of both organizations.
This agreement is a significant demonstration of the close coordination, support, and mutual interest between VATM and VAA. It highlights their shared commitment to a common goal: the sustainable development of Vietnam’s aviation industry.
