The Trade Union Congress of the Organization and AdministrationDepartment for the 2025–2030

On November 12, 2025, the Trade Union of the Organization and Administration Department, Vietnam Aviation Academy, solemnly held the Trade Union Congress for the 2025–2030 term, in accordance with Plan No. 137/KH-CĐHVHK on organizing trade union congresses at all levels toward the 11th Congress of the Academy’s Trade Union.

The Congress took place in a formal, orderly atmosphere with the following key activities: reviewing performance in the 2023–2028 term, discussing directions and objectives for the new term, and electing the Executive Committee for the 2025–2030 term.

1. Review of Performance in the 2023–2028 Term

The report presented at the Congress highlighted that the Trade Union of the the Organization and Administration Department has effectively fulfilled its role in representing, caring for, and protecting the legitimate rights and interests of officials, employees and laborers. At the same time, it has successfully organized various emulation movements, cultural, sports activities and political–ideological education programs.

Key achievements include:

– Over 95% of staff achieved the title of “Advanced Laborer,” with 20% recognized as “Grassroots-level Emulation Fighters.”

– The unit earned numerous awards in Academy- and sector-level competitions such as: first, second, and third prizes in the “VAA Beauty Contest,” third prize in the 20/10 Flower Arrangement Contest, top awards in the 20/11 Sports Festival, and multiple commendations at both collective and individual levels.

– Comprehensive welfare support for union members, including full participation in social, health, and unemployment insurance; organizing visits, support activities, and mobilizing contributions for charity and social initiatives.

– Effective implementation of activities related to women’s affairs, occupational safety and hygiene, and grassroots democracy regulations.

The Congress also pointed out several limitations, such as the irregularity of some union activities due to the heavy workload of the department and the fact that trade union officers concurrently handle specialized administrative duties. Nevertheless, lessons learned and corrective solutions were clearly identified.

2. Objectives and Orientations for the 2025–2030 Term

For the upcoming term, the Trade Union of the TCHC Department sets out the following key objectives:

– 100% of trade union officers and members successfully complete their assigned tasks.

– 100% of trade union members achieve the title “Outstanding Trade Union Member.”

– 100% of members participate in charitable and social activities.

– The unit strives to achieve the title “Outstanding Subordinate Trade Union Unit” at the grassroots level and aims to receive commendations from higher-level trade union authorities.

Strive to host at least one professional seminar related to the functions and duties of the Administration and Personnel Department. Additionally, the Trade Union aims to further promote emulation movements, improve member welfare, enhance the application of information technology in management, and actively participate in building a clean and strong Party organization and administration.

3. Congress Concludes with High Consensus and Solidarity

After a period of serious, focused, and effective work, the Congress successfully completed all agenda items and elected the Executive Committee of the Trade Union of the Administration and Personnel Department for the 2025–2030 term. The Organizing Committee expressed its sincere appreciation for the participation and contributions of all delegates and union members.

The Congress of the Trade Union of the Organization and Administration Department for the 2025–2030 term concluded successfully, marking an important milestone in strengthening union activities and fostering a united, professional working environment at the Academy.
