THE 12TH CONGRESS OF THE HO CHI MINH COMMUNIST YOUTH UNION – VIETNAM AVIATION ACADEMY, TERM 2025 – 2027

On the afternoon of September 13, 2025, at Hall A201 – Campus 1 of the Vietnam Aviation Academy, the Executive Committee of the Ho Chi Minh Communist Youth Union of the Academy solemnly organized the 12th Congress of the Ho Chi Minh Communist Youth Union of Vietnam Aviation Academy, term 2025 – 2027.

The atmosphere before the Congress was filled with excitement.

The Congress was held in accordance with the Charter of the Ho Chi Minh Communist Youth Union; the Plan No. 07/KH-ĐTNBXD dated July 31, 2025 of the Executive Committee of the Youth Union of the Ministry of Construction on organizing congresses of grassroots Youth Union branches and the 9th Congress of the Youth Union of the Ministry of Construction, term 2025 – 2030; and received the approval of the Party Committee of the Vietnam Aviation Academy and the Standing Committee of the Youth Union of the Ministry of Construction.

The Congress was honored to welcome the attendance of Dr. Nguyễn Thị Hải Hằng – Deputy Secretary of the Party Committee, Director of the Vietnam Aviation Academy, and Comrade Vũ Minh Thái – Deputy Secretary in charge of the Youth Union of the Ministry of Construction, together with 69 official delegates representing all Youth Union members and young people of the Academy.

Overview of the Congress

With the spirit of “Aspiration – Pioneering – Creativity – Development,” the Congress served as an important forum for the youth of the Vietnam Aviation Academy Youth Union to review and evaluate the outcomes achieved during the 2024 – 2025 period, while also setting out orientations, tasks, and solutions for Youth Union work and youth movements in the 2025 – 2027 term.

At the Congress, the Presidium presented the draft Report summarizing Youth Union work and youth movements for the 2024 – 2025 period; discussions were held to objectively evaluate the achievements, limitations, causes, and lessons learned. At the same time, the Congress also set out orientations, goals, tasks, and key solutions for Youth Union work and youth movements for the 2025 – 2027 term.

The Presidium upheld the spirit of focus and seriousness throughout the Congress proceedings.

During the period before and after the recent merger, the Vietnam Aviation Academy’s Youth Union excellently fulfilled the responsibilities entrusted, contributing to the successful implementation of the Academy’s political missions, and marking many outstanding achievements within the Ministry of Construction’s Youth Union system. Alongside notable accomplishments and commendations, the Executive Committee also candidly assessed limitations and drew lessons for the upcoming term.

Dr. Nguyễn Thị Hải Hằng – Deputy Secretary of the Party Committee, Director of the Vietnam Aviation Academy delivered a directive speech at the Congress

In her address, Dr. Nguyễn Thị Hải Hằng acknowledged and praised the efforts and achievements of the Academy’s Youth Union during the past term. At the same time, she reaffirmed that the Party Committee and the Academy’s Board of Directors always create favorable conditions and provide strong guidance for Youth Union work and youth activities in the coming period. Dr. Nguyễn Thị Hải Hằng emphasized:

The Youth Union of the Vietnam Aviation Academy will continue to grow stronger, becoming a united, courageous, and talented collective; its Youth Union officials and members will further affirm their role as the Academy’s core force, outstanding representatives of the youth, accompanying the school in fulfilling its mission of being the “cradle for young people to spread their wings and soar into the future.”

Comrade Vũ Minh Thái, Deputy Secretary in charge of the Construction Youth Union, delivers directive remarks at the Conference

The conference had the honor of hearing guidance from Comrade Vũ Minh Thái, Deputy Secretary in charge of the Ho Chi Minh Communist Youth Union of the Ministry of Construction. He acknowledged and praised the contributions of the Vietnam Aviation Academy Youth Union in promoting solidarity, enthusiasm, and effective implementation of youth movements within the unit. Comrade Thái emphasized that the Construction Youth Union always pays attention, accompanies, and creates favorable conditions for the Vietnam Aviation Academy Youth Union to continue building a strong and united organization, worthy of being a pioneering force of young cadres for both the Academy and the Ministry of Construction in the future.

At the conference, delegates cast their votes to elect representatives of the Vietnam Aviation Academy’s youth to attend the 1st Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Construction, term 2025–2030.

The conference also elected delegates to attend higher-level congresses and held discussions contributing opinions to documents of the upcoming National Youth Union Congress, the 1st Congress of the Central Government Youth Union, and the 1st Congress of the Ministry of Construction Youth Union. This was also an opportunity for the Academy’s youth to demonstrate the spirit of “Aspiration – Pioneering – Creativity – Development,” affirming their intelligence, bravery, solidarity, and dedication to the Union and youth movements in the new period.

Comrade Vũ Minh Thái, Deputy Secretary in charge of the Construction Youth Union, presented Certificates of Merit to outstanding collectives and individuals for their exemplary achievements in Union work and youth movements during the 2022–2025 term.

At the conference, the Standing Committee of the Ho Chi Minh Communist Youth Union of the Ministry of Construction also announced decisions to commend and award certificates to collectives and individuals with outstanding performance in Union activities and youth movements in the 2022–2025 period.

Closing the conference, the Academy’s youth once again affirmed their pioneering spirit, solidarity, and creativity in the new era.

With a spirit of democracy, responsibility, and enthusiasm, the 12th Congress of the Ho Chi Minh Communist Youth Union of the Vietnam Aviation Academy, term 2025–2027, concluded successfully. The event marked an important milestone, creating momentum for the Academy’s Youth Union to continue advancing and accompanying the strong development journey of the Vietnam Aviation Academy.
